My brother uses his cell phone alot. Since he was a practicing attorney, phone use was very important. But now, since he is kind of stuck at his home,he uses his cell all of thr time….for entertainment ? to keep from getting bored ? to keep in touch with friends and family… there is a safety component too.. what are people doing with their loved ones in this day and age ?

Depends on what level they are at --if he can recite name address DOB SS# or be easily talked into giving them then he should only be able to make calls with trusted people .most phones yo can block or there are phones with a limited in/out list.
Even with those calls you run the risk he tells his friends stories that are untrue about being hurt , not fed etc.
If you hold his DPOA and it is active[triggered] or you are an appointed guardian you should freeze his credit with the agencies.
Is he living alone ? If you're afraid of what he's doing on the phone maybe you should watch him for a steady 24/48 hours at his place and see how he handles other issues.

I have started deleting some of the apps on my husbands iphone.
I deleted the email icon and he never noticed. I deleted several others as well.
I foresee me deleting the texting icon in the near future.

We solved theproblem by taking his cell phonevaway. So far, he has not been bothered by the fact that he “lost”his phone. He did talk with alot of scammer tupe callers, but I do not think he gave out much info. My niece has POA over him.

What is his living situation? Does he live alone or does he have caregivers with him? If he can no longer be safe with a phone connecting him to the outside world, he wouldn't be safe from the scammer who knocks on the door either to say nothing of an emergency situation.

What safety component are you suggesting? Being able to track him if he goes out and gets lost? That works so long as he has the device on him and the battery is charged. Otherwise, it's not something on which you can rely. Being able to recognize an emergency and call for help may not be a skill he still has.

Highly recommend https://www.tile.com/en-us. We put them on everything - cell phone, keys, remote, car, other remote, her purse, the white remote, her husband's car, her wallet, her coat pocket, etc. You can even notify the in-your-area "Tile" community if keys disappear inside a giant store like Costco.
They may not understand the concept completely but that's where you (or you make your brother) come in with the "remote desktop app." It's not a perfect solution - we are still working out the kinks - but it's something.
