Certainly speakig with her doctor is a good idea.
Sometimes, she needs something else to keep her hands busy. A lot depends on what she's capable of. Sometimes even having a stuffed animal or soft doll will help.
Sometimes dumping some hand towels and have her fold them would work for awhile.
Children's crayons and blank paper? Soft clay? Beads to string?
Do let us know what helped. If nothing come back. People on these boards are great with ideas.

BTW, as a fingernail chewer from way back, I can tell you that she needs a manicure. If there are any rough edges, forget it. She needs strong, smooth fingernails, maybe covered with polish, but don't know about that.
